Can Back Child Support Be Forgiven In Viginia

I owe approx $53,000 in arrears, due to unfortunate circumstances. I was laid off in December of 2008, and have been collecting unemployment since. I have been paying between $150 and $300 a month since then. My family has offered the other party a sum of $10,000 settlement to forgive my arrears and bring me to current status. Child support has now advised me they are taking me back to court, and that’s why my parents made the offer to her. Does she have the ability to forgive my arrears in the state of Virginia?
