Age for Child Support

How young/old do you have to be to collect child support. I have a friend that had a baby at 14 and the father is 15. He does nothing for the child at all. I was told that she cannot get child support, because he is too young under Pennsylvania State Law. Is this true?

I had similar problem with my son, as parents we had to be part responsible, but also she qualified for welfare , unfortunately when my son became of age and working he would have to pay then.upon employment but as time went by the young lady stated it was not my sons and DNA proved that..something to check into
